Grant and Funding Eligibility
Specific grant programs, subsidies, and concessional funding accessible to Pride of Our Footscray. Compiled from Grants Report April 2026 (50+ programs) and Footscray Night-Time Economy Research.
Realistic targeted yield: $80,000–$200,000 from highest-probability programs over 12–18 months. Theoretical maximum $400,000–$600,000+ if all applications succeed.
The venue’s positioning as a community-owned LGBTQ+ arts venue in multicultural Footscray creates eligibility across an unusually broad funding portfolio. Maribyrnong Council’s Festivals and Activation Framework 2022–2026 explicitly prioritises LGBTQIA+ organisations as a preference criterion across multiple grant streams.

Immediate Actions (No Application Required)
These are ongoing programs or structural benefits the venue can access now without a competitive process:
- Register on the Australian Cultural Fund (australianculturalfund.org.au) — enables tax-deductible donations immediately. Zero cost. Also conduit for philanthropic trust giving. Creative Australia holds DGR status on behalf of registered organisations.
- Engage a VEU-accredited provider for a free energy assessment — LED lighting, HVAC, and hot water upgrades at zero or reduced upfront cost. Extended to 2045 legislatively. With the new kitchen, the venue is a strong candidate.
- Contact a Workforce Australia provider to register for wage subsidies — up to $10,000 per eligible new hire (under 25, over 50, long-term unemployed, people with disability, refugees). No limit on number of subsidised hires.
- Verify the $150 Energy Bill Relief credit has been applied to the electricity account.
- Confirm payroll tax exemption — Victorian threshold raised to $1,000,000 from 1 July 2025. A venue with ~15 staff and wages under $1M owes zero payroll tax. Estimated saving: ~$36,000+/year in taxes not owed.
- Book a Small Business Bus session — free expert advice on grant applications and licence reclassification.
- Contact Arts Access Victoria for a free accessibility consultation and to register for Making Space notifications.
- Join the Footscray trader association to access BID grant pool and precinct marketing.
- Contact Maribyrnong Council disability inclusion team (9688 0200) for free access audit and letters of support.
- Register for Midsumma 2027 venue registration when it opens (~September 2026) — Western Melbourne venues specifically sought. Non-cash programming partnership.
- Encourage staff to access Victorian Skills First — government-subsidised hospitality/cookery training at near-zero cost (Victoria University, RMIT).
- Initiate Greater Western Water trade waste agreement for new kitchen — $97.62 application, $405.53/year, grease trap required.
- Register for GiveOUT Day (October 2026) — annual LGBTQ+ fundraising platform via Rainbow Giving Australia.

Eligibility Prerequisites
Several programs require specific organisational structures. Current blockers noted.
| Requirement | Programs Affected | Status |
|---|---|---|
| NFP incorporated status | Most Victorian Government grants, Triennial Arts Partner, Rainbow Giving, SilverChef | Currently Pty Ltd — Corporate Structure Reform (co-op conversion) would resolve |
| DGR Item 1 status | State Trustees, Victorian Women’s Trust, Greater Melbourne Foundation, Ian Potter | Not currently held — auspice partner is interim option |
| $10M public liability insurance | Pride Events Fund, some DFFH programs | Blocked by Insurance Crisis Timeline and Status |
| $20M public liability insurance | Maribyrnong Love Your West grants | As above |
| OneMusic licence | Victorian Gig Fund | Status unverified — confirm or obtain |
| Social Traders certification | Social enterprise programs (SEDI, Victorian Social Enterprise) | Not currently held |
| Landlord consent | Accessibility infrastructure grants (Making Space, Revive Live) | Required for structural modifications |
| Deaf/Disabled advisory representation | Making Space | Invite Deaf/Disabled people to advisory committee or board |
Note: Co-operative conversion (see Corporate Structure Reform) would unlock NFP-only programs and strengthen eligibility broadly. This is the single highest-leverage structural change for grant access.

State-Level Context
The Victorian Government’s $35.4M music package (2023/24 budget) funded the Victorian Gig Fund, Live Music Festivals Fund, and SongMakers. However, the 2025/26 State Budget allocated zero new dedicated music funding, drawing “deep concern” from Music Victoria.
The Victorian Music Industry Advisory Council was established January 2025 (14 members, Chair Jaime Gough). No NTE Commissioner equivalent exists.
Licence fee relief: From 1 July 2025, the planning permit requirement was removed for certain liquor licence applications — saving up to $7,000 per venue. The late-night licence freeze was lifted in late 2023.
