Banned Persons List
Key Facts
- Current state: No formal banned persons list exists or is distributed to security guards (VCPG Security)
- Compliance gap: Identified as critical risk in improvement log (OPS-005, OPS-006)
- Security implication: Inability to identify and refuse entry to persons banned due to violence, harassment, or other safety concerns
- Regulatory requirement: Part of responsible service obligations under Victoria’s liquor licensing framework
- Distribution method: Currently undefined; needs to be live and available at each shift start
The Problem
Pride of Our Footscray operates a late-night on-premises venue with a significant patron base. Without a maintained banned persons list distributed to security staff, the venue cannot effectively enforce safety decisions or prevent known problem patrons from re-entering.
This creates a clear and present risk, particularly given the venue’s location and operating hours. Security guards must be able to identify banned individuals immediately and refuse entry or remove them if already present.
Required Actions
-
Develop standardised incident reporting form — Create a template that security and management can use to document incidents consistently. Form should capture: incident type, date/time, persons involved, description, action taken, and recommendation for patron banning.
-
Maintain live banned persons list — Establish and maintain a single source of truth containing: person name(s), physical description, reason for ban, ban start date, ban expiry date (if time-limited), and incident reference.
-
Distribute at shift start — Integrate banned list distribution into the security briefing process. Consider digital access (password-protected staff app) or printed lists updated weekly.
-
Establish quarterly review process — Schedule quarterly reviews to: identify patterns in banned persons (recidivism, specific incident types), assess whether bans should be lifted, and update incident categorisation.
